From the 31 recommendations from the Organisation for Economic Co-operation and Development ( OECD ) since 2012 , Mexico has enforced 28 of them in telecommunication , said Gabriela Ramos , OECD Chief of Staff and Sherpa to the G20 .
During the launching of the Telecommunication and Broadcasting Review of Mexico 2017 , Ramos mentioned that there are important challenges, since “there are three ongoing recommendations that should continue.”
Legal framework, universal service policy clarification, and the increment of Foreign Direct Investment ( FDI ) in broadcasting are some of the pending issues for the country.
Ramos stressed that the Reform is a "true success story" and regarding telecommunications, she highlighted the creation of an independent and solid regulator, specialized courts and that the restrictions on FDI were removed.
Even though more than half of Mexico's population has internet access, she concluded that Mexico is "still below OECD averages.”
