Who is "El Cholo Iván", the man arrested with "El Chapo" earlier this year?

During a prison party in August 2009 that included live music for inmates at a federal prison in Culiacan, Orso Iván Gastélum Cruz "El Cholo Iván", somehow managed to escape the heavily guarded penitentiary.
