Mexican president Enrique Peña Nieto made his first visit to Iguala, where 43 students from the rural teachers college of Ayotzinapa disappeared in September 2014 after being taken by police.
The city is known as the cradle of the Mexican flag and Peña Nieto visited on flag day.
In his speech, Peña Nieto referred to the case: “for one year and five months, the Mexican State has deployed a large institutional effort to make justice based on a detailed, transparent and open investigation with the help of international organizations. Iguala can not be marked by these tragic events. We are working with the government of Guerrero to create security and development conditions for the population.”
Despite a heavy military and federal police presence killings and disappearances have continued around Iguala. Following the students' disappearance, Iguala became a gathering point for more than 200 other families from the region who had also had family members disappear in recent years.
